version 9.0.0 using candi #19

this adds the necessary changes to support the image

dealii/dealii:v9.0.0-gcc-mpi-fulldepscandi-debugrelease

with all dependencies. I basically bumped the candi version and updated the version numbers in the Dockerfile.
