Added Model Generating File for HPC Run #30

I made the model for the HPC run, but by the time I finished it was late enough that I need someone to check my work real quick. It ran on my machine, and then I changed all the values (I think) to the right ones. If you wouldn't mind giving it a quick look and then you can grab the model file by just running it.

relative error triggers are decimal, it seems like keff_trigger doesn't do what I thought it did and you still need to specify a number of inactive batch
