Ticker component

I asked Olivier Stevens to contribute the code he posted in the mailing
list to j4me[1] and he gave me permission. I made a few modifications,
mainly for simplifying the addition to j4me and I added the option to move
the text "forward only" instead of moving it from left to right and from
right to left when it reaches the end of the label.

The ticker doesn't work. Also, how would you add this ticker as a title?
