The formatting in the can I vote by mail block is just kinda wonky. It's not WRONG but the text is a little odd. Worth looking into reformatting it.

The formatting is due to the fact that the info actually covers both VBM and in-person, so I'm opportunistically splitting it. There's also a code change required so this will be closed by PR.
