Description: Section 3.5.2: How is the first-ever-node case handled if the network is temporarily entirely disconnected? Is there a need for a MUST NOT for implementers that are developing "ordinary" nodes or something?
Without that, how can the node tell if its really the first one or not?
Notes: Add discussion about knowing if you can be a bootstrap node by looking at the list of bootstrap nodes in the config file.
