Description: Section 5.3.2.3: the struct has flags before length but the descriptions are length and then flags. But the length desription says "...rest of the structure" which could be interpreted to include the flags field. I guess it oughtn't and just moving the length description should fix this. Also saying the option value is "length" bytes would be good and giving an exanple of how to handle length==0 would help too.
