Description: Section 5.3.4: This says that "receiving nodes" MUST verify the signature. Earlier it said that nodes just need to check formatting (in 5.1). That seems to be a conflict. See also discuss point (2)

Notes: 6.3.1 says (note that this does not include signature checking on intermediate nodes as the message may be fragmented.

Add "Intermediate nodes do not verify signatures." into 6.3.4 before "Upon receipt (and fragment reassembly if needed) the destination node MUST verify the signature"
