Description: -Section 5.2.1 [6.1.2] is totally inconsistent with the use of normative language (i.e., lower case occurrences and lack of KEY words) - shouldn't the following be normative statements something like the following: -- First paragraph: ---First sentence: "a node constructs" -> "a node MUST construct".

Notes: Will fix text.
