Description: -Section 5.2.1 [6.1.2] is totally inconsistent with the use of normative language (i.e., lower case occurrences and lack of KEY words) - shouldn't the following be normative statements something like the following: -- Fourth paragraph: --- 1st sentence: this could be interpreted as normative:  "Because messages> may" ->  "Because messages can"

Notes: Will fix text.
