Description: Section 10.2 [11.2]: Needs more normative language:

2nd para: OLD: This value is provided by the user or some other out of band provisioning mechanism.

NEW: This value MUST be provided by the user or some other out of band provisioning mechanism."

Notes: Will fix text as suggested

Comment from Cullen: I think we should delete the whole sentence

This means that it MUST select one of the peers to which it is connected and which is likely to be responsible for the first entry connected and which is presumably closer to the first entry on the destination list.

Comment from Cullen: this change is pending the other bug on name RHS that we have been talking about on issue 14 - we should likely deal with it there or hold it for a bit till issue 14 gets fixed
