Moved the RFC 2119 section after "Application Support Overview" and before "Overlay Management Protocol.

This puts the 2119 language AFTER a number of MUST statements in the definition section. Do we plan to change those?

I do not see any 2119 language in section "Application Support Overview".

Hmm, perhaps you're right. Lines 835 and 1310 have MUSTs, but those are before the 2119 inclusion point already. So, we still have the problem with fixing the definitions, but it isn't driven by this patch.
