Description: In Section 5.3.3.1, it would be good to state whether the "error_info" text is intended to be presented to users (if so, we might need language tagging).

Notes: Covered by earlier point.

I am not sure about this one. The text says "Developers are encouraged to put enough diagnostic information to be useful in error_info", which means that although "users" will read this, those users are technical people, and so English or whatever language the developer used should be fine.

I'd say that language issues are left to the implementation.
