As part of our effort to separate out the front-end and back-end to make development easier (https://github.com/dearborn-coding-club/website-base-backend/issues/63), remove the front end logic from this repo in favor of the code that now lives in website-base-frontend.
Removes React + Vite configuration, code, and scaffolding from the website, leaving it as a base Django backend service.

I think this looks good as long as we don't accidentally take down the site and the front-end repo is ready.
