Combat Carousel fails to respect setting for intitiative window

Describe the bug Combat carousel fails to respect setting for initiative modification window. See picture.

To Reproduce Steps to reproduce the behavior:

1. Click "Roll All" or "Roll NPCs" for on Combat Carousel

Initiative roll modification window appears for all combatants despite "Always show this window before attempting checks" being unchecked.

Expected behavior respecting to corresponding setting

Desired behavior would be to be able to hold a hotkey while clicking to make this pop up, but otherwise respect the setting.
