Allows Users and GMs to override permission and folder location when creating map pins:

The default set in the Dialog will be based on the module settings default. Users are allowed to create entries in folders they have visibility to (i.e. displayed state).

@saif-ellafi I merged into master by accident instead of the version branch, I then reverted the merge. Can you please resubmit the PR. Sorry for the hassle.
