Sound on new notification

Right now, it's easy to miss incoming notifications if you don't happen to be looking at Jolly Roger specifically at the time they come in. I notice this especially as an operator - I sometimes don't notice new guesses.

It might be nice if we had a "ding" when a new notification rendered.

A few caveats:

• I'm not sure how universal this should be. We probably don't want it any time we render the "connect to Discord" notification. Do we only play the ding on new guesses? New pending guesses + announcements + chat notifications? Is it only for operators?
• We probably want a profile setting to turn it off.
• We may want to invest some effort to prevent multiple windows from dinging if you have more than one open.

+1 to this. +5 to not dinging on every page. Some preference for a lower pitch ding or more of a clack, like Slack's notification sound.
