They have to be added in your vault in the hidden directory .obsidian and then just put them in the snippets folder.
To discover this: In Obsidian under Settings -> Appearance -> CSS snippets. There is a little icon for the folder on the right side of it and you have to enable each snippet here after putting them in the folder and reloading as well.
