Add player IIQ #13

This adds player IIQ formula. But its very easy to confuse people with this as people should set this value only if they observed base card drop wth 0 IIQ on them and so I am not sure if its the best idea to add so for now I am only opening it as PR.

In the end I think this is bad idea and would give too many misunderstandings
