introduce modern build conventions #122

this pull request will:

modernize the build chain only up to setuptools. a pull request will follow to combine the parser generation with hatch.
update the python versions in ci
use setuptool scm for version but this will probably go away in future fixes
switches from tox to nox

i removed some old commands from ci. the cli is trash and will be improved in another commit. we'll need to use a different build system to install the lark grammar.
