more progress towards #63

Changes

[x] cut some more unused js assets
- [x] 17mb integration.min.js is the big win
- [ ] needs more verification
[x] remove duplicated whl assets with techniques from https://github.com/bqplot/bqplot/pull/1228
[x] move tests out-of-tree
[x] rework coverage
[ ] look again at separating out the fancy shapes, templates, stencils, etc.
