gatherers can not be removed or added to #61

After using hte -1 -10 and -100 button once they are disabled forever so I cannot remove them to add to idle.

As well as +1 +10 and +100 i can not re add them if i use the -10 or -100 buttons causing mass starvation.

Its hard to test civclicker2 without citizen management

I haven't been able to reproduce this on https://deathraygames.github.io/civ-clicker/ ... Can you provide some more information?
