Stricter requirements for some votes #37

Fundamental/important votes like changing maps or using custom classes should require a certain number of people in game to call the vote. For example, if there are 10 people in the server and two people ingame, they shouldn't be able to fagvote to a different map against the wishes of everyone in the server.

Also, maybe more votes should be required for custom classes vote.
