Should make this only happen if they player himself is not on the lift. You don't want to be fighting someone on the lift and be unable to fire at him.

• Allows a little bit of vertical drop down the lift shaft before golans/dets get removed. This allows you to properly attack people who are juuuuuust near the top of the lift and clearly in your view. This should be allowed.
• Prevents anti-liftspam from triggering if you yourself (the spammer) are in the lift. The idea is that you are only "liftspamming" if you are outside the lift firing into the lift; not simply fighting someone next to you while you are both on the lift.
