Seekbar for "scroll speed" setting allows 0 option #2

In the preferences, the seekbar that allows the user to change the scroll speed of the teleprompter allows the option '0'. This does not makes sense as a speed of 0 would be expected to not move at all. This should be fixed by showing the minimum speed as 1.
