As of now, every motion is displayed in quotation marks ("). This causes two problems:
In Polish „ is used as an opening quotation mark and ” as a closing one. Since most motions are in Polish, they are displayed incorrectly because of that.
When the motion has quotation marks on its own, it causes nesting, which in Polish is handled with guillemets (« ») and in other languages… I don't even know.

Remove the hard-coded quotation marks
Ensure that quotation marks inside the motions correspond with their respective languages
