Hotzones are not applied #339

What steps will reproduce the problem?
1.  Try to create a zone with utilizing an ISO date format rather than 
Gregorian date format.

What is the expected output? What do you see instead?  Zones are not 
applied.  

What version of the product are you using? On what browser and what
operating system?  2.3.0

Please provide any additional information below.
Issue should be resolved in the same manner the XML files have a date-time-
format attribute.  The zone should contain an attribute to allow 
definition of the date format used in the end and begin dates.
