Looking through the code, I noticed that it was no longer necessary.

It looks like fail2ban in Debian Jessie and I'm guessing Stretch supports putting custom jail configuration in the /etc/fail2ban/jail.d/*.local files in addition to reading /etc/fail2ban/jail.local. However the role does not use the new jail.d/ directory yet, therefore I'll leave the assemble task for now. it can be removed later, after DebOps repositories are merged and the debops.fail2ban role is updated to use the new jail directory.
