Support to deployed analysts

It's an existing requirement for analysts to be able to deploy to sea with a laptop-based instance of Pepys.

This should include a snapshot of Reference and Metadata from the master instance.

In advance of the next deployment effort should be invested in creating a checklist/procedure for:

• deploying an up-to-date instance of Pepys on the laptop
• configuring to connect to the network master instance
• exporting a portable snapshot (SQLite) of the master instance
• configuring to connect to the local database (SQLite)
• verifying Debrief (and other tools as necessary) can connect to the local database

There should be a separate trial of pushing data the deployed analyst loaded into their local database up into the parent master database.

This task should probably be scheduled for one month before the next deployment.
