Implement guided event creation page

Acceptance Criteria

• [x] Add topic template for events (see below)
• [x] Events blurb
• [x] ~When an admin is creating an event they are forced to provide a slug https://gitlab.com/debtcollective/debtcollective/issues/325~
  • [x] ~a slug is automatically suggested and filled in based on the name of the event (and location/month?)~
  • [x] ~the slug should be verified as unique without having to submit the form~

Include a short title for your event
Include brief description
If it is relevant, don’t forget to provide a location and time

Events blurb:

An event is a private gathering organized by any Debt Collective member for the purpose of organizing. Events include BBQs and pizza parties or other community gatherings. They can also include debt assemblies, events where people come together to talk about their debt or debt dispute parties where attendees file debt disputes and/or learn more about debt.

topic templates could be considered a "beta" guided event creation page.

I don't think topic templates can do the slug stuff though.

Re: slugs. Discourse automatically sets slugs based on the title of each topic. We don't need to worry about it, except to 'allow for distinction between "action" and "meetup"', which is such a minor feature that I don't think its worth doing, at least not for a while.
