(verify answer) No. There will be other categories/tags (campaigns) that are publicly visible but we don't want all moderators to be able to moderate them

[ ] "Moderators", in discourse, automatically have trust_level_4 plus other powers. Perhaps those other powers (research! banning, etc.?) are not necessary for collective moderators. This might be easier to implement?
