Able to bypass dispute filing processes by using the list of steps on the left hand side to skip straight to signature #172

Steps to reproduce

Open a tax offset review dispute with option D
Click the "Signature" step on the left-hand side list of steps
Fill in a signature and click "SUBMIT MY DISPUTE"
Select either to mail the dispute yourself or for the organizers to do it (doesn't matter which)

Expected results

You shouldn't be able to click "Submit my dispute" unless the whole dispute has been completed, forms, required attachments, dispute process, etc.

Actual results

You can submit the dispute, it is moved to completed by the system and rendering fails with a 404

Acceptance Criteria

[x] The sidebar doesn't show steps as being "done" unless they are actually done
[x] The "Submit my dispute" button is disabled until the whole dispute has been completed
