"My Disputes" page shows deleted/deactivated disputes #180

Reproduce:

Open any dispute
At the "Gather information" step, click on the link that says "Return to the beginning (deactivate dispute)"
Click on "My Disputes" in the header. The dispute will still be there.

Environment: development

Acceptance criteria

[x] Deactivated disputes (column "Disputes.deactivated" = 't') are not shown on the "My Disputes" page
