Changes to the "Solidarity Bloc" welcome message in Discourse

Right now when someone Joins in Solidarity (Solidarity Bloc), we send an automated message mentioning all the team group

We want to have just one person responsible for this, instead of adding the whole team we will add that person. This needs to be configurable from the admin in case we want to change it.

Tasks

• [x] Remove team group from the Solidarity Bloc message
• [x] Send the message as coming from the person responsible for the Solidarity Bloc, instead of System (see screenshot above)

Acceptance criteria

• After a user joins in solidarity, we will send an automated message from the person in charge of the Solidarity Bloc to the User asking for more information
• The title and content of this message should be editable from the admin panel.
