Errors after completing a Dispute #232

When using any of the tools. Once the form is complete and the evidence is upload. The user makes a selection to mail or have TDC mail, then clicks submit. User gets a notification that there is an error with the dispute. Admin checks this on the Admin platform and it shows complete. The user does not get an email with dispute link. Admin is not able to download the zip file from admin platform. Also, link to discourse does not work.

This may be related to phantom failing with html-to-pdf https://sentry.io/debt-collective/dispute-tools/issues/721936673/

This is fixed in production image
