Tools should notify assigned admin about admin notes left in a Dispute #247

Right now, assigned admins doesn't know when another admin leaves an admin note. We want to provide notifications through Discourse to the admins assigned of a Dispute saying the have a new admin note, and this notifications links back to the admins tools highlighting the Admin note related to it.

[ ] Integrate external notifications to https://github.com/debtcollective/discourse-node-api
[ ] See what variables we need for notifications and ask Admins for it

Acceptance criteria

When an Admin lefts a note in a Dispute, other admins of that Dispute should get a notification linking back to the note in the Tool backend
