Collectives feature in the community #266

Right now, Collectives are shown as categories, given there's no difference between categories and collectives, there's some confusion for users when we mention collectives.

The idea is to add some features to Categories marked as Collectives, to make it easier for users to differentiate between categories and collectives. Also, we want to make Collectives public to read by default, but only members of a Collective will be able to join the conversation.

Tasks

[x] Spec a solution
[x] Implement solution as a Discourse plugin

Acceptance criteria

User should be able to request access to a collective
User should be able to see collectives public page and have CTA's to request join the collective
User without access should see a CTA's to request join the collective when viewing private links
