Write documentation on how to apply changes to Discourse service #269

Discourse has its own stack that doesn't use a container scheduler. It runs on an EC2 instance.

The deployment of new features needs to be done manually, and access to this service for logs is different than the rest of the services we have.

Other developers should have access to these and other services, and we need to have documentation on how to solve common issues that may happen.

Tasks

[ ] Write documentation in the http://github.com/debtcollective/ds-terraform on how to deploy and access the Discourse service

Acceptance criteria

Debt collective developers with proper permissions should be able to connect and follow the guide to debug and solve issues with Discourse.
