Add DJ Queue, enforce 3 song limit. #2

Add a registration system, so people can register to hop on the decks. Escort them off stage after they play 3 songs.

Bonus: If twerkbot gives 3 upvotes (not from DJ) let them stay on for an extra track.

Recommend 1 track limit, and 3 upvotes results in an extra song.

Also maybe add /skip, /insert, where /skip skips the current song being played and /insert , re-inserts a person back into queue position 1 if they were forced out of the room for problems with internet or if they timed out.
