Liquid democracy to pass points to other user to spend #170

In the latest community call I proposed a model of user activity subscription. I can delegate some quantity of my domain points for impressions in every/current period.

Delegate together with points owner in such a model in sum receives less percentage of tokens in return for their activity.

This is expected to incentivize members of the community to actively express their unique expressions.

For example, I delegate 50% of my BUIDL points to @TurboUrbo. If she tips somebody with 10% of her points, I would repeat her action with 10% of my points delegated to @TurboUrbo in BUIDL domain, so I tip the same issue with 5% of my total points in the domain.

@romochka Visually it may be represented as quantified retweet value (?)

If the user is misbehaving by copying somebodies content or posting irrelevant impressions he might be punished in the dispute raised by other community members.

I think it's good to add some infographics here as a part of future tutorial.
