Adds instructions for installing and running on Windows.
Differences:
start.bat does not support relaying to CLI. It's difficult (impossible?) to shift arguments in a batch file. Instead provides instructions for calling the CLI directly.
start.bat does not support running as a daemon. Not sure if this is possible from a batch file. Provides an error message explaining running as a daemon is not supported on Windows.
