Scenes: New Scene button hover state behavior is incorrect

Description The current New Scene button idle state displays an incorrect instance, also the there is no hover state for this element

Steps to reproduce

1. Open the Decentraland Creator Hub
2. Go to Scenes
3. Notice that the New Scene button idle state appearance is incorrect
4. Hover the New scene button
5. Notice that there is no hover state
