New badges component #1393

Description A new component that unifies the badge + label component with the badge stack component. This component displays a small version of the active badges with a hover that displays the badge name. If clicked, the side panel opens up displaying active and past badges. On mobile, when tapped, the side panel opens up.

make getting to the whole badge list easier
back button on badge detail, improve copy
no text, only icons at first
it should scale; show how it would
