I propose the ability of the 'city council' (Or whatever the central authority will be called) to lease land for a fee.
This would allow the 'council' to do things like extend roads or create public areas like parks in places that require it as the city evolves.
In particular this should apply to roading. If a user is walking or driving around it could get annoying or expensive if they must pay a PRIVATE road user charge just to get from point 'A' to point 'B'
