Sure, im ok with that. And really i should clarify that its public art. So its art that is owned by all of the participants in decentraland. For example Cloud Gate in chicago, also known as the Bean.
We could have some sort of fund that would reward the winning proposal with something in order to design/build their sculpture/digital work.

Goal: To create public art works throughout Decentraland. The term percent for art refers to a program, often a city ordinance, where a fee, usually some percentage of the project cost, is placed on large scale development projects in order to fund and install public art. The details of such programs vary from area to area. Percent for art programs are used to fund public art where private or specialized funding of public art is unavailable. Similar programs, such as "art in public places", attempt to achieve similar goals by requiring that public art be part of a project, yet they often allow developers to pay in-lieu fees to a public art fund as an alternative.

LAND Needed: Realistically that will be dependent on how we allocate land to artists.
Startup Costs: Very Low for the concept itself. We don't need physical land for a facility it is more of an city ordinance.
How will funds be raised: Funds are a tricky subject. In practice the company or entity that is building a large commercial project is responsible for setting aside 1% for public art. That is where the artist is paid. If that is practical for Decentraland I don't know, we could work completely off donations for now.
How will contributors see a return value? The benefit is that Decentraland stays beautiful! Public art is art in any media that has been planned and executed with the intention of being staged in the physical public domain, usually outside and accessible to all. Public art is significant within the art world, amongst curators, commissioning bodies and practitioners of public art, to whom it signifies a working practice of site specificity, community involvement and collaboration. Public art may include any art which is exhibited in a public space including publicly accessible buildings, but often it is not that simple. Rather, the relationship between the content and audience, what the art is saying and to whom, is just as important if not more important than its physical location.
