Proposal - Unused land to be given public park status until used (Tagged as park)

Some private keys may be lost or owners may die. This ensures that vacant still serve some public utility. No commercial use should be allowed. 'Council' may find some other temporary or permanent use reversible only by the owner.

Honestly, I think keeping all land unclaimed as park space would be awesome. Bag the second auction.
