Proposal - Private roading & public roading continuum. (Important from the start) See https://github.com/decentraland/proposals/issues/133 Proposal - Owners to tag land parcels with intended use.

Private owners who hold parcels intended for private roading should registered or tag their land as such. This is important for :

1. City planning
2. Public road models to receive appropriate curbing and footpaths
3. Owners of (other category) land who are unsure of the intentions of private land owners who are creating roads.

Private roads may even elect be receive the public street/road name that they connect with/to if they are significant enough.
