I wanted to start the conversation for sound and music. I was wondering if there are any current plans for implementing music for cities, areas, crafting, building, etc? A few items to consider—

First - will this be open to user-submissions, or controlled solely by Decentraland dev?

User-Submission: Perhaps this is something that can be user-submitted for larger areas, or general theme music, but then also user uploaded/customized for their own land.
User-submissions and collaborating on music projects for Decentraland certainly lends itself to the general theme of decentralization.

Audio Standards: It might also be worth considering a standard audio format that submissions must be in – General Midi? Wav? If compressed audio is to be uploaded, there should be a compression standard to keep size limited and quality consistent across the lands.

A Shared Space for Projects: A Slack channel would be a great place to start collaboration, but a shared space for audio projects will also likely be needed.

It is all up to the tile owner and of course tike owners can cooperate together for larger regions.

devs dont control it.

What about a virtual radio tower with different "channels". This could be a great way to have different users share different genres of music or be able to live broadcast a real Mic'd up room for musical performances. You could implement MIDI (virtual keyboards, drum sets, etc.) or use raw recordings. Broadcast the final mix to an address that is accessible at any DCL residence. Stream it and whoever is in charge of the "tower" can control the quality and type being broadcast and put stipulations on incoming traffic. Link soundcloud, reverbnation, YouTube accounts to the "in house broadcasting system" for easy access. And you could specify one channel address for the DCL developers to make announcements or use it as an alert system for real world alerts(yes, the real world will still exist!!)
