Purpose: Make events in Decentraland discoverable from within the environment

A lot of the activity in Decentraland will orient itself around events: Live performances, meetings, live broadcasts, education, competitions, social gatherings, fun, etc.
The users will need a way of finding out about events and signing up for them. Outside of Decentraland technology such as RSS feeds and calendars (ical) can be utilized.
Inside Decentraland there need to be locations that are dedicated to upcoming events. Issue #9 mentions Regional Chambers of Commerce as a location for promotional events. I suggest an area (per larger region) that is dedicated to the topic of events. The event centers should display events sorted by date (in the user's timezone), category and perhaps also by distance from the current location (if that turns out to be a meaningful metric) and ratings (see below).
Users should be able to subscribe to events, set search queries and be notified when a new event is added that matches the search query.
Users will also be able to add new events.
A rating system for past events could prevent event spam.
If spam turns out to be a big problem there could also be a mana cost for registering new events.
As an alternative to an actual location inside Decentraland event management could also be a feature of the client itself. So the client could have a builtin calendar feature that lets the user do the tasks mentioned earlier.
