[QA] Emote Popper has flickering lights when being done

Explorer Alpha build versions:

0.29.0

Issue Description:

When the user is doing the emote popper , the rest of the users including the one that is doing the emote, can see flickering lights when the emote is done

STR:

1. Open v0.29.0
2. Do the popper emote on the genesis plaza
3. Check that the emote has flickering lights

Expected behavior:

The Popper emote should not have flickering lights when being done

Current behavior:

The popper emote has flickering lights

Windows 11 pro 16 GB RAM

Looks like it's producing lights and that's overloading the tiled lighting buffer.
