Client screen tearing when tabbed out #5342

Description:

If you are using the client in full screen boarderless, or in windows mode, (not full screen regular), and you tab out and have another window over the client, the client will start to cause screen tearing through the other application.

QA: we couldn't get this one to reproduce on our side despite multiple attempts. We even tried with OpenSea in the foreground like in the video but couldn't get any flickering/tearing to occur. Might be worth to have the original user go through the driver update + Local Storage clearing process then trying again or to have someone else also have a look
